Chapter 8 - What Rafael Was Willing to Lose

The loss of Harborline's contracts wasn't the end of Rafael's company, but it was close enough for the employees to notice. Trucks sat idle. Grace moved money from an operating reserve to cover two weeks of wages. Rafael met with his drivers and told them plainly what had happened, without revealing details of the murder investigation.

"I made decisions that put our work at risk," he said. "You deserve to know that before you decide whether to stay."

After the meeting, Rafael went to Wu and supplied a written statement about his own conduct at Pier Seven, the weapon he had kept unlawfully in his truck, and every contact with Victor. His attorney explained that admitting misconduct could expose him to charges. Rafael signed anyway. The prosecutor would make decisions based on evidence, not his remorse.

"You could lose your business license," Grace told him later.

"Maybe."

"And Elena might still never forgive you."

"I know. That's not why I'm doing it."

For the first time, Grace believed him.

Owen Pike's interview changed the homicide investigation. With counsel present, he admitted using Rafael's old credentials at Victor's instruction to manufacture a misleading gate record. He also said another Harborline security employee had taken Luis into the cold-storage walkway to confront him about copied financial records. Owen maintained he had waited by the truck and hadn't seen the fatal blow. Police were checking his account against the boat video, call logs, and forensic findings; they did not treat his word as proof.

One detail mattered. Owen said Victor had ordered a hard drive from the terminal's safety office moved to a private storage unit the morning after Luis died. Wu and prosecutors obtained a warrant supported by the combined records. The drive was recovered with others from that unit. Specialists documented its condition and made forensic copies before reviewing its contents.

What they found did not capture the killing. It contained old transaction reports, email exports and a saved audio message in which Victor instructed an employee to approve false invoices through the workers' fund. It also held messages about relocating archived fire documents. The investigation now had a route from the money to the men who controlled the records.

Elena received a call from Willa two days later. "I don't forgive what you did with my name," the older woman said. "But I know you weren't trying to hurt me."

"I should've asked. I'm sorry."

"Yes. You should have."

There was a pause. "Your mother once told me that being brave wasn't the same thing as being loud. She said brave was staying long enough to answer for what you did."

Elena stared at the locket in her hand. "I wish I could ask her if she was scared."

"She was. She went anyway."

Later that day Elena went to the marina. Rafael appeared at the far end of the dock and waited. She had told him she might be there. When she raised a hand, he came closer.

"I got the test," she said.

"So did I."

"I don't know what to call you."

"Rafael is fine."

She nodded. "There's something else. If the prosecutor asks me to testify about the parking lot, I'll tell the truth."

"I expect you to."

"And if my father's case goes to trial, I want to be there. Even if you're accused of something."

"You should."

For a moment they watched a fishing boat push into the current. Then Elena held out Isabel's letter, the copy she'd been carrying in her bag.

"She wanted you to become somebody safer," she said. "I don't know whether you have. But I can see you're trying without asking me to reward you."

Rafael accepted the letter. His eyes filled, and he did not hide it.

Before either could speak again, Wu called. Investigators had located a witness willing to identify the man who followed Luis into the walkway. They were preparing an arrest application, and she wanted Elena to hear the news from her before it appeared on television.

The man wasn't Rafael.

But Victor had known exactly who it was.
