Chapter 14 - The Permit Tribulation

Cultivators feared lightning tribulations.
Eli feared municipal forms.
The health inspector, Dana Ruiz, was not corrupt. That made her difficult to fight.
"No handwashing station. Improper cold storage. Open-flame use without approval."
"We fed eighty people."
"I know."
"Nobody got sick."
"I know."
"Then can you pretend you didn't see us?"
"No."
She lowered her clipboard.
"But I can tell you exactly what you need."
Grant looked annoyed.
Dana spent forty minutes explaining temporary food-event permits, commissary requirements, temperature logs, nonprofit exemptions, and mobile-unit rules.
Eli realized bureaucracy was not necessarily the enemy.
Ignorance was.
Grant's lawyers began objecting when Dana suggested legal pathways.
She turned on them.
"Do you work for the city?"
"No."
"Then stop explaining my regulations to me."
Reggie whispered, "I love her."
By noon, Eli had a new quest.
[Quest: Pass Health Inspection.]
[Reward: Civic Hearth Compatibility]
[Failure: fines you cannot afford.]
The system did not help with paperwork.
Tasha discovered she was terrifyingly good at it.
"My mom runs a daycare," she explained while filling forms at machine-gun speed. "This is nothing."
They partnered with a church kitchen two blocks away. Dana inspected it. Reggie installed an extra sink. Owen handled fire code. Madam Sato donated a commercial refrigerator through a shell nonprofit she refused to explain.
Grant watched the whole process fail to fail.
At 4:51 p.m., Dana signed the temporary permit.
The alley cheered.
[Quest complete.]
[Civic Hearth Compatibility unlocked.]
[New effect: Legally compliant community kitchens generate +20% stable resonance.]
Eli stared at the message.
"The system likes permits?"
[Rules that protect diners are part of the Dao.]
Fair enough.
Grant approached before leaving.
"You think this is victory?"
"I got a permit. I'm basically unstoppable."
"Two thousand people messaging you online are not ten thousand stable Hearth nodes."
"Working on it."
Grant's expression softened strangely.
"You have sixty hours. Ash Pavilion isn't waiting for Monday anymore."
Eli's humor disappeared.
"What do you know?"
Grant looked toward the crowd.
"They stole one of our master seals this morning."
"Why tell me?"
"Because Elder Cho is missing."
Madam Sato went still.
Grant lowered his voice.
"And because the stolen seal controls the Hearth Engine failsafe."
Eli felt cold.
"What failsafe?"
Grant hesitated.
"If Jian loses containment, the consortium can collapse the chamber and kill both him and the Maw."
Eli stared.
The Ash Pavilion now possessed a switch designed to kill his father.
Then the system flashed:
[Living Keystone signal interrupted.]
[Jian Chen status: UNKNOWN]
