Chapter 23 - My Mother Joined the Raid Party

Eli lost the argument.
Of course he did.
Mei Chen had raised a child on restaurant wages, survived eviction threats, hospital bills, and seven years of believing her husband abandoned her.
Ember Body cultivators did not impress her.
"I stay in van," she compromised.
"You do not leave van."
"Maybe."
"Mom."
"Drive."
The second formation point—the water treatment station—was worse than the subway.
Ash Pavilion had embedded Hunger seals into chemical dosing controls. They were not poisoning water physically. They were attaching spiritual dryness to it.
People could drink and remain subtly thirsty.
Thirst increased appetite.
Appetite fed the Maw.
"That's evil and annoyingly clever," Tasha said.
They entered through a maintenance tunnel Owen knew from fire inspections.
Halfway in, Victor Vale called Eli.
"You are damaging containment infrastructure."
"I'm removing sabotage."
"The seals at that plant predate Ash Pavilion infiltration."
Eli stopped walking.
"What?"
Victor sounded tired.
"Some are mine. Controlled thirst increases water consumption during heat events and lowers Hollow pressure elsewhere."
Again.
Another line between protection and exploitation.
"You manipulated an entire city's body."
"I managed a system no one else could manage."
"Without telling them."
"Would they have voted to be thirsty?"
"Exactly."
Eli hung up.
Reader engine: each layer revealed the same pattern wearing different clothes. Victor believed consent was a luxury emergencies could not afford.
The formation chamber had two sets of seals.
Black Ash marks.
Gold Nine Banquet marks.
Destroying all of them might destabilize water resonance and create a spiritual drought.
The system refused to choose.
[Host decision required.]
"You're usually bossier."
[This system provides cooking assistance, not municipal ethics.]
Eli used Appraisal carefully.
He burned Ash seals.
He did not burn Victor's seals.
Instead he altered them.
Using the People's Ladle as a stencil, he added a consent trigger: the seal would only activate when users voluntarily took water from designated emergency stations clearly marked as Hearth-supported.
Madam Sato stared.
"You edited a Grand Steward array."
"Is that bad?"
"It is either genius or a felony."
[System: Both possible.]
The modified array stabilized.
[Formation Point 2 captured.]
[New skill: Covenant Editing I]
Then shouting erupted outside.
Mei's voice.
Eli ran back to the van.
His mother stood beside it holding her frying pan.
Three Ash cultivators lay on the pavement.
One was conscious enough to complain.
"She hit me with iron!"
Mei corrected him.
"Cast iron."
Jian looked proud.
Eli looked horrified.
Then one defeated cultivator laughed.
"You protect her because you think she's weak."
He looked directly at Mei.
"Tell your son what you took from the Hollow twenty-three years ago."
Mei's face changed.
Eli's stomach sank.
"Mom?"
She tightened her grip on the pan.
"We should talk after we save city."
That was exactly the kind of sentence people used when the answer was terrible.
