Chapter 47 - Victor Vale Lost His Restaurant

Victor was not arrested immediately.

Ancient magical conspiracy charges did not map cleanly onto federal statutes.

Wire fraud did.

Hidden financial covenants came with ordinary contracts, and ordinary contracts came with signatures, payments, shell companies, and extremely excited prosecutors.

Victor's empire began collapsing in the most mundane way possible.

Emails.

Subpoenas.

Bank holds.

Board votes.

Eli visited Jade Table one week later.

Victor sat alone in the dining room.

No staff.

No golden domain.

Without hidden contracts feeding him, his cultivation had fallen dramatically.

He looked smaller.

"Come to celebrate?"

"A little."

Victor almost smiled.

Eli placed six dumplings on the table.

Victor stared.

"Symbolism?"

"Leftovers."

Roland had sent them from Golden Ox.

Victor ate one.

"Too much ginger."

"Everybody says that."

They sat quietly.

Victor still believed centralized control had prevented greater disasters for decades.

He was probably right about some of them.

That did not excuse what he hid or whom he sacrificed.

"Do you regret it?" Eli asked.

Victor considered.

"Some methods."

"Not enough."

"Probably not."

At least he did not fake redemption.

Victor told Eli something important.

The continental Hollow system had a governing body above Nine Banquet.

The Celestial Provisioning Board.

"Terrible name."

"It sounded better in 1908."

They managed reservoirs across North America through regional culinary societies, corporate partnerships, government contacts, and charitable networks.

Seattle's crisis would threaten their secrecy.

"They will come for your network," Victor said.

"Why?"

"Because you proved distributed burden can work. If other cities demand it, the Board loses authority."

Eli sighed.

"I just got a permanent food permit."

"My condolences."

Victor slid a key across the table.

Jade Table's ownership deed.

Eli stared.

"No."

"It has a commercial kitchen, Hearth foundations, and twelve million dollars in liens."

"Strong sales pitch."

"Take it."

"Why?"

Victor looked around the empty dining room.

"Because if the Board seizes it, they gain the regional Hearth archive. If you own it, at least they must negotiate."

Eli did not trust him.

He brought lawyers.

The lawyers spent six hours confirming the transfer had no hidden soul clauses.

One found three ordinary tax problems, which somehow felt comforting.

Eli accepted through the nonprofit trust, not personally.

The dishwasher fired for six dumplings now had operational control of the most exclusive restaurant in the city.

He immediately changed one thing.

The eight-hundred-dollar tasting menu stayed for rich customers.

Lunch became pay-what-you-can.

Tasha said, "That's going to make food critics furious."

"Good."

The first lunch line wrapped around the block.

At noon, a black limousine stopped outside.

A woman in a navy suit entered.

The Ledger Appraised her.

[Celestial Provisioning Board]

[Rank: Regional Adjudicator]

[Realm: Golden Core]

[Threat: Please be polite.]

She looked at Eli.

"Mr. Chen. The Board requires your immediate surrender of the Heavenly Kitchen Ledger."

Eli sighed.

He had owned the restaurant for four hours.
